Retry Queue — Network Safety Net

If a router or RADIUS box is unreachable, the network operation is queued instead of lost. A background worker runs every 2 minutes, retries up to 10 attempts, then marks Failed. States are Pending, In Progress, Completed (auto-cleaned after 7 days) and Failed, with Auth Mode and Operation Type columns.

So a power outage never silently loses a paid customer's reconnection — it retries until the router is back.
